High
risk individuals in the social and entertainment industry
With the recent proposed amendments to
the Infectious Diseases Act, anyone engaging in sex while infected
with the virus might soon be made a criminal, regardless of whether
you know you are HIV-positive or not. In other words, anyone who
'although unaware he or she is HIV-positive, has reason to believe
he or she has been exposed to the risk of contracting HIV or Aids',
will no longer be able to plead ignorance as an excuse for infecting
others.
This radical change in the law will put the
onus on individuals, especially those in high risk groups and with
multiple sex partners, to get themselves screened medically at a
regular basis and to behave responsibly.
In particular, people in the social and entertainment
industry and individuals who leads a very active social life and
has reason to believe he or she are at risk of contracting HIV or
AIDS, would be obliged not to engage in sex, unless they have taken
the normal HIV test (antibodies detection) and been found negative
after a window period of 3 – 6 months.
At our centre, we are providing alternative
HIV screening that shortens the window period between infection
and detectability of disease to about 12 days instead of the usual
6 months widely practiced in Singapore. Such a test may be suitable
for individuals with dysfunctional anxiety and help alleviate their
constant worry.
The screening and consultation is done in the
clinic’s extended room in the setting of a normal family clinic
which sees various routine complaints with absolute privacy and
assurance. A thorough explanation on HIV and related issues will
be provided such that every individual will leave the clinic well
informed about the most recent development and available precaution
measures.
Singapore might be the first country
in the world to hold those who do not know they are HIV-infected
responsible for their actions. The maximum penalty for the offence
will be raised, from a $10,000 fine and two years' jail, to a $50,000
fine and 10 years' jail. Those who run afoul of the proposed new
law will also be subject to the higher penalties – Straits
